While designers and users are first class citizens in the WordPress community, developers are not. This is all because commercial plugins are not allowed to be listed in the wordpress.org website. When we are talking about Web CMS, we always refer to those systems like Drupal, WordPress, Joomla, etc. However, let think about this question: what is the Web CMS for? The answer may be quite simple or fairly sophisticated, which depends on where and how the Web CMS is being used. But in summary, It aims at helping people with different roles such as editors, publishers, advertisers, readers, reviewers, sellers, customers, etc. engage in the Web deeply and freely. In this sense, the software companies or communities which meet the challenge could be considered as the winners in the CMS market.
The CoffeeCup software, which is well-known for its HTML editor and Web design software, has a slogan: We make software so you can make Websites. It seems like a slogan of a CMS company. But if you check out their products, you would be surprised that they do make software for the CMS users. They can help a non-technical user create shopping carts easily with their fairly easy software. You can say that it is not a CMS provider but you have to admit its products meet the goals of some CMS users.
All in all, donot trap in the CMS concept. Think it wider and deeper. CMS is just a sort of software to meet the challenge. But it may be not the only one to satisfy varied users in the market.
